Engaging communities in risk-based planning - examples

The following are examples of initiatives from around New Zealand and overseas where communities have been involved in assessment and planning for impacts of natural hazard risk. Follow the links to a short summary of each project which highlights key aspects of the engagement approach, and tips for applying these techniques elsewhere. Further links to additional documents and/or contacts are provided.

1. "I can live with this" Bay of Plenty Regional Council public engagement on acceptable risk.
This report outlines the process BOPRC undertook to engage with different sectors of their community around levels of risk. The resulting process enabled a transparent and robust decision on determining levels of risk for their regional policy statement.  Misc Series 86v2.pdf (3.13 MB)

2. Otago Coast – climate change impacts - community based strategic risk management
This project, initiated by MWH for Dunedin City Council, was a trial of a full local level risk assessment workshop for communities affected by natural hazards exacerbated by climate change [Otago example]

3. Eastern Coromandel Tsunami Strategy: Whitianga public engagement
In the first of a series of community-based planning initiatives this joint local and regional council project formed a working group of community board members, CDEM and local stakeholders to engage communities in the development of a tsunami risk-management plan. [Coromandel example]

4. Takaka floodplain - flood risk and development
This Tasman District Council project employed hazard modelling and community engagement to advance understanding of existing and projected natural hazard risk in the Takaka flood plain. Its aim was to develop options in the areas of land use policy, emergency management and protection of critical infrastructure. [Takaka example]

5. Mapua/Ruby Bay - plan change - multiple issues and natural hazard management
The areas of Ruby Bay and Mapua in the Tasman region have an array of complex planning and natural hazard issues. This project involved substantive public discussions leading to the development of a draft structure plan identifying future areas for land use, options for growth and presenting a clear vision without the complexity of rules. This formed the basis for on-going district plan changes. [Ruby Bay/Mapua example]

6. Canada - linking natural hazard risk assessment and community planning: Squamish, British Colombia
The Squamish region, in BC Canada, is an area of burgeoning development and multiple natural hazards. This project used a steering group of technical scientists, planning and management experts, and local stakeholders to develop and review region wide scenarios for risk assessment and land use planning. 7. Western Bay of Plenty - new council policy required.
Public engagement on this issue needs to take into account the divergent character of the affected communities, historical treatment of erosion issues, and likely public expectations of Council to provide for mitigation. A facilitated workshop was convened by Western Bay of Plenty District Council to support the development of a harbour erosion engagement strategy.[Western Bay of Plenty example]
